Singapore Employment Pass / Entrepass


Foreign professionals and executives who wish to work in Singapore may apply for an Employment Pass (EP). The Employment Pass (EP) is a type of work pass granted to foreign professionals with suitable qualifications and experience. To be eligible to apply for the employment pass, the company must be already registered in Singapore. The EP is based on the applicant’s own merit and does not fall under any quota system. There is no monthly levy charged for Employment Pass.

EMPLOYMENT PASS ELIGIBILITY REQUIREMENTS

To be considered for an Employment Pass, a foreigner must have a fixed monthly salary of at least $2,500, and possess one or more of the following:

  • Acceptable diploma/degree
  • Professional qualifications
  • Specialist skills

The Ministry of Manpower (MOM) evaluates each application and qualification on its merits.  Other factors which also play a very important role are:

  • Salary of applicant
  • Age of applicant
  • Roles & responsibility
  • Related work experience
  • Repute of the company
  • Company paid up capital
  • Applicant current citizenship

Possessing a recognised qualification does not automatically guarantee a successful EP application, as the applicant may need to satisfy other criteria such as relevant work experience or professional skills.  Similarly, an applicant who does not possess a recognised qualification may not necessarily be rejected for EP, if he possesses other compensating factors.

ENTREPASS ELIGIBILITY REQUIREMENTS

  • Company must be registered as a Private Limited Company
  • Applicant to hold at least 30% shareholding in the company
  • Company must have at least S$50,000 paid-up-capital
  • Company must not be registered for more than six months at the point of EntrePass application.
  • EntrePass applicants must submit a proposed Business Plan, which should include the objective or nature of the business, products or services to be offered; marketing strategies, development plans and milestones, projected sales turnover, intended amount of investment and staffing plan.

The business plan must also include a strategy to meet the requirements stipulated by Ministry of Manpower in which your business venture must demonstrate, in a one-year period that it will meet the employment requirement of a minimum number of Singaporean or local workers; and with a Total Business Spending (TBS) of:

P1 Pass – 8 local employees; TBS SDG$ 300,000

P2 Pass – 4 local employees; TBS SDG$ 150,000

Q1 Pass – 2 local employees; TBS SDG$ 100,000

Subsequent renewals of the EntrePass are contingent on meeting these requirements and on achieving the goals and objectives in the business plan. It is, therefore, extremely crucial to have a well drafted business plan.
